Brighouse Forward

Exciting plans for Bradford's regeneration were announced within days of an article in The Echo that Brighouse is behind the times.

Bradford's ‘living water front' vision, a plan by leading architect Will Alsop is going forward at a cost of many millions. The irony is that with a site bounded by a flowing river and tranquil canal, a similar Alsop waterfront vision for Brighouse has been dismissed by Calderdale, who consider an outdated ‘tin shed' development as being good enough for our town.

As usual, the Echo with little by way of constructive proposals and even less knowledge - they couldn't even be bothered to send a reporter to the Sugden's Public Inquiry - heap all the blame on one local developer.

This is not my understanding. The Council's Sugden scheme still awaits planning approval and they have had since 1997 to get this done. This was confirmed to me by the Inspector at the Public Inquiry which has not yet concluded.

Everyone is entitled to their opinion but facts should always come first.

The Environment Agency have just maintained their objection to the Council's proposals on the grounds that the plans do not meet the requirements of the Planning Policy Statement on flooding (PPS25) and the Practice Guidance. The EA are still concerned that the development may make the flooding situation in other parts of Brighouse worse than it is at present. (In particular the centre of Brighouse and the caravan park at Atlas Mill Road).
This is the fifth attempt by CDP to justify their basically flawed scheme in flooding terms. Once again they have failed.

After twenty seven attempts The Calderdale Planning Department still cannot produce a viable plan for the Sugdens Site.This latest attempt still will not allow more than one large lorry to deliver to the rear of the planned Retail site at a time and I dont think they have allowed enough room for the lorries to turn around and get out againf after delivery.

A valuation from The Compusory Purchase Order Meeting earlier this year that The Brighouse Echo in their wisdom would not publish. The valuation is by Mr Richard Macintosh Farr,Valuer,Assessor,,Commercial Appraisal & Viability of The C.D.P.Marshall Scheme for the Sugdens Site in Brighouse.
Total Aquisition costs for the C.D.P. Scheme as at February 2007
Value of the Private Land including Younger Homes at The Sugdens Site at existing use value required for The C.D.P. Marshall scheme in Brighouse £3,751.500.00.
C.D.P. Land Black Swan Car Park £ 117,500.00
British Waterways Land £ 20,000.00
British Waterways Air Space(Bridge) £ 544,,911.00
Calderdale Council Owned Land £2,037.667.00
Total of land to be purchased by
C.D.P. Marshall prior to start of
their scheme for the Sugdens Site £6,471.578.00
Less the value of their own land - £ 117,500.00
TOTAL £6,354.078.00
In the opinion of Mr Macintosh Farr The Total Aquisition costs plus Disturbance Allowances and Compensation that will have to be paid in addition to all the above costs render the C.D.P. Marshall/Council scheme for the Sugdens site, NOT VIABLE and would at best come in at a LOSS of £1.5 MILLION and at worst lose £3.MILLION. All this LOSS and the cost of The New Swimming Pool and The New Road Bridge over the Canal has still to be added to the above costs, they have not yet been costed or included in the above figures. In the words of Mr Macintosh Farr himself, any Construction Company in this Country (and he has done work for most of the large ones) would be
"Completely Bonkers" to take on a scheme like this.
This is just a small snapshop of what has been withheld from the Public Gaze by our local press.
