PKB AS THE CITY'S HISTORIC ENVIRONMENT & DESIGN CHAMPION
In December 2004 the Stoke-on Trent City Council voted me to be the HISTORIC ENVIRONMENT & DESIGN CHAMPION. About half of all Local Councils in England now have an Historic Environment and/or Design Champion. At some Councils the Champion is an employee, an officer of the Council and some Councils have two people for the two roles. I think it's absolutely crucial that the Champion should be a Councillor.
Also, I was keen that here in Stoke-on-Trent the two roles were carried out by the same person. Why? Lots of reasons, but quickly, for example, TODAY'S GOOD DESIGN IS TOMORROW'S HISTORIC ENVIRONMENT. Also, in a City where there is a great deal of development gathering pace, we must protect historic structures, places and spaces NOT to hinder or block progress BUT to make sure developments are of the HIGHEST DESIGN and COMPATIBLE with what we wish to preserve.
I established a £125,000 HERITAGE FUND in the 2005/2006 Council Budget. Matched £ 4 £ by RENEW NORTH STAFFORDSHIRE for the first time ever the City Council was able to draw on £250,000 for urgent works that had been neglected for decades.
The Fund has enabled me to make sure that long overdue key maintenance works have been carried out on HISTORIC structures. For example, all of the City War Memorials are now in good condition, some, such as the ones at Longton and Tunstall have had major conservation works completed.
Now for Fund's 2nd financial year (2006/2007) I am about to invite all Councillors to suggest examples of urgent works required on key elements of the HISTORIC ENVIRONMENT in their Ward or for that matter anywhere in the City.
Equally, all residents are invited to alert me to issues requiring attention.
